Announcement of Retail Policy Review and changes to the definition of ‘Restricted Retail Premises’

The Victorian Minister for Planning recently announced a review of planning policy relating to the retail sector. The minister stated that the purpose of the review was to clearly identify ‘what criteria retailers should be working to when planning, designing and locating their future investments across Victoria.’

The review is to commence in May 2007, and conclude by early 2008. A draft position paper is to be completed in August 2007, to be followed by a period of industry consultation.

The minister also announced a planned change to the definition of ‘Restricted Retail Premises’, contained in the Victorian Planning Provisions. The change will broaden a number of classes of goods included in the definition. The proposed new definition is reproduced below with changes shown in mark-up (blue/bold text defines the additions):

Restricted retail premises

Land used to sell or hire:

  1. automotive parts and accessories
  2. camping equipment
  3. electric light fittings
  4. equestrian supplies
  5. floor and window coverings
  6. 'furnishings' to be removed
  7. furniture, bedding, furnishings, fabrics and manchester
  8. household appliances, household electrical goods and home entertainment goods
  9. party supplies
  10. swimming pools
  11. 'videos' to be removed
  12. office equipment and supplies.

The changes will be made in the next routine amendment to the Victorian Planning Provisions.
