Peter advises government bodies, finance providers and project sponsors on construction, engineering and major project financed infrastructure projects. He has extensive international experience advising on PPP projects and the conduct of complex procurements for major projects.Industry experience
Peter has advised on projects in Australia, the UK, Europe, the Middle East and Asia, having worked for international law firms Allen & Overy and Ashurst in their London, Moscow, Budapest and Singapore offices.
These projects include greenfield and brownfield developments, strategic alliances, joint ventures, project restructurings and secondary market sales, in the water, health, education, IT, telecommunications, energy, resources and transport sectors.
Projects Peter has advised on include:
Public Private Partnerships (PPP)
- advising the Queensland Government (DET) on the Southbank Education and Training precinct, the State's first PPP project
- advising Macquarie Bank on an industrial park project sponsored by the Government of the UAE, the UAE’s first PPP project
- appointed by the Singapore Government and the Queensland Government to provide PPP training programs to government officials
- advising the Queensland Government (DPI) on the PPP Business Case for a proposed science park project
- advising Bank of America on the redevelopment of the National Physical Laboratory in the UK (UK PFI)
- advising Queensland Rail on structuring private sector investment for the development of rail infrastructure spur lines
- advising United Waste Services Ltd (the UK Waste Management arm of Tractebel) on a PFI project with Kirklees Metropolitan Council to deliver waste management services
- advising the South Korean Government (through PICKO) on the implementation of its PPI Scheme with a focus on the delivery of rail infrastructure
- advising the Queensland Government on technical matters concerning guidance materials supporting its PPP policy.
Major infrastructure projects
- advising the Queensland Government (CG office) on the development of a high speed broadband network in the Brisbane Local Government area
- advising the Bouygues/Macmahon consortium on their bid to design, construct and maintain the Gateway Upgrade Project, a major road and bridge project being procured by Queensland Motorways
- advising SunWater on its bid to operate a major water pipeline project being developed as part of the Queensland Government’s proposed water grid
- advising the Government of the Hong Kong SAR on the HK$16 billion “Cyberport” project developed by Pacific Century CyberWorks in Hong Kong
- advising the Queensland Government (CG Office) on an environmental infrastructure project in North Queensland
- advising the Queensland Government (DPI) on tenure and governance arrangements for the proposed EnviroScience Precinct at Boggo Road
- advising Brisbane City Council on the refranchising of Brisbane Ferries
- advising Defence Materiel Organisation (DMO) on best practice procurement and tender documentation, C’wealth procurement guidelines and policies affecting procurement, and tender process issues as part of the Procurement Improvement Program.
Building and construction
- advising a bidding consortium in relation to their bid for the construction of the Ipswich / Logan Motorway Upgrade Project in South East Queensland
- advising a major Australian contractor on their bid to construct the Department of Defence (Cwth) Amberley Stage 2 Redevelopment (Construction of 9th Force Support Battalion Facilities (A3077)) project
- advising the Queensland Government (DLGSPR) on funding, construction and project management agreements in relation to various indigenous infrastructure upgrade projects
- advising Baulderstone Hornibrook on the construction arrangements for the Education City learning precinct at Greater Springfield
- advising the Queensland Government (DSDI) on alliance contracting arrangements for their proposed bid for the National Synchrotron facility.
Energy
- advising a bidder on financing and security arrangements in connection with the sale by NRG of its Australian and Asian power assets
- acting for a major Asian investment fund on its proposed acquisition of a stake in Gulf power (Thailand)
- advising the sponsors of a project financed ethanol plant to be constructed in Queensland
Project finance
- advising BNP Paribas, Bank of America and HypoVereinsbank on financing for Babcock & Brown’s/ARG’s bid in connection with the privatisation of FreightCorp and National Rail
- advising Marubeni Corporation on the restructuring of the US$1.6 billion Chandra Asri petrochemical plant in Indonesia
- advising EBRD in respect of project financing for the £370m drilling programme for 343 wells in the Samotlor oil field, Russian Federation
- advising Goldman Sachs and ABN AMRO on a US$1 billion secured financing (subsequently aborted) for Gazprom.

Peter has Bachelor of Commerce and Bachelor of Laws degrees.
Peter is a committee member of the Infrastructure Committee of the Property Council of Australia.
