18 October 2007ICANN releases Issues Paper for July 2008–June 2011 Strategic Plan
On 11 September 2007, the Internet Corporation for Assigned Names and Numbers (ICANN) released an Issues Paper that summarises the public consultation on ICANN’s July 2008–June 2011 Strategic Plan. The Strategic Plan identifies challenges and opportunities that ICANN is likely to face over the next three years, and is subject to annual update and review. The Issues Paper identifies the following major issues that will need to be considered in the Strategic Plan:
- the introduction of Internationalised Domain Names (IDN)
- the introduction of the new global Top Level Domain (TLD) process
- the stability and security of the Domain Name System (DNS)
- ICANN’s role in protecting end users from malicious practices such as 'phishing'
- building Internet capacity in developing countries
- the allocation of IPv4 address space and the subsequent uptake of IPv6 address space
- promoting participative policy-making at ICANN
- improving ICANN’s policy processes of review
- managing the risk of business failure by monitoring registrar compliance with contractual commitments
- improving ICANN’s accountability and transparency, and
- making ICANN a more independent body.

ICANN’s 30th International Public Meeting
From 29 October to 2 November 2007, ICANN will meet in Los Angeles for its 30th International Public Meeting which will also serve as its annual general meeting this year. More than 1,000 people are expected to attend. The meeting will aim to discuss several major issues including IDNs and new generic TLDs.
